Our Story
Built on Success
Founded with the goal of transforming bid outcomes, Impart has worked with hundreds of clients on thousands of bids to secure billions of £s of contracts.
Richard Tobias founded Impart from his home in Leeds in 2013, initially focusing on supporting NHS Trusts to retain existing healthcare contracts that were being competitively tendered in the open market for the first time. Sharing Richard’s passion for the NHS and public services in general, his ex-colleague and “old” friend Simon Esbach joined 18 months later to help drive the growth and diversification of the business.
Our early customers often had no prior bid experience, so Richard and Simon developed a best-practice approach tailored to make bidding highly accessible and effective. Early on, the team’s supportive, hands-on style helped clients navigate the process with confidence. This approach quickly proved its value when one of our first bids achieved a perfect 100% quality score, a first for this particular harsh-scoring commissioner.
Impart’s reputation grew as clients recognised the effectiveness of our approach. By 2015, the company was training and developing bid managers from the private sector, demonstrating the transferability of our expertise. From a one-person operation, Impart has expanded to a team of 10, helping over hundreds organisations across every sector, including healthcare, information technology, legal, construction and facilities management. Offering free Tender Health Checks (very detailed tender reviews) and Best Practice Workshops has further broadened our reach and impact.

Richard Tobias
Director
As Impart’s founder and Managing Director, Richard oversees all client engagement and
ensures they receive the highest quality service.
He has previously held various senior sales and commercial roles in the private sector with
companies including Siemens and Atos. During his career Richard has successfully led a
number of large and commercially complex opportunities, experiencing first-hand the importance of a proactive and structured approach to business development and tendering.
Outside of work Richard has his hands full – his four children keep him busy and he has a
keen interest in football, films, music and the theatre.
Simon Esbach
Director
Prior to joining Impart in 2014 as a director, Simon spent a number of years managing national sales teams for some of the UK’s most successful IT systems integrators.
As an advocate of proactive consultative selling and having an engineering background, Simon has a passion for understanding customers’ issues and helping to resolve them, building strong, long-term relationships with clients and colleagues in the process.
Away from the office he enjoys spending time with his family, watching football and walking his dog.
Ben Major
Associate Director
Having spent over a decade as an editor and writer at nationally respected media and publishing organisations, Ben advocates and executes Impart’s best practice approach to bid writing and reviewing. As Associate Director, he oversees the team of Bid Consultants, supporting them to deliver excellent results to clients.
Outside of work, Ben enjoys spending time with his young family and reading and writing. He is also a published author and co-founder of an independent film studio.
Kerry Baker
Team Leader
Having worked across various industries, such as estate agency, security and car rental, Kerry has a strong background in customer service.
With a degree in Law, she has the attention to detail and time management skills to help customers adhere to strict tender deadlines and produce compelling responses.
Outside of work, Kerry enjoys spending time with her children, running a local Brownie unit and reading.
Mary Duggan
Bid Consultant
As a former occupational therapist, clinical manager and business improvement lead in the NHS, Mary has extensive clinical and service knowledge and plays an important part in Impart’s continuing success. She is a published author and has contributed to work on using lean methodology in service improvement.
Outside of work Mary coaches women entrepreneurs on productivity through Cockleshell Creative Coaching and creates silver jewellery and limited edition prints.
Pia Dela Cruz
Bid Consultant
After completing her Master’s in English Literature, Pia worked as a bid writer within the education and training sector. Supplemented by her studies and experience in editing and publishing roles, she’s written and reviewed many successful tender responses.
She now brings this experience to Impart, ensuring consistent application of our best practice approach across all sectors.
Outside of work, Pia enjoys reading, video games and (when inspiration strikes) writing poetry. She is also a volunteer editor for the British Asian Collective, a non-profit organisation which celebrates the Asian diaspora.
Freya Hennessey
Bid Consultant
Freya began her career as a bid writer within the healthcare sector, creating engaging and persuasive bids for clients across a variety of industries. Building on the skills from her degree in English Literature and Creative Writing and her experience in creative writing and research, Freya bolsters bids through compelling narratives and analytical research.
In her spare time, Freya enjoys reading, cooking and long walks with a podcast and/or the dog.
Paul Mills
Bid Consultant
Paul has spent the past few years cultivating his talent in bid writing across sectors including healthcare, construction, education, and IT. Over this period, he has written, reviewed, and submitted hundreds of tenders to meet client needs and ensure continued growth for every company he has worked with.
Outside of work, Paul enjoys reading, writing, practicing drums and piano, and playing video games. He also has a film degree which he hopes, one day, will be relevant and useful.
